Florencia Saintout: “La cultura la hace el pueblo y lo que tiene que hacer el Estado es propiciar”

Con talleres, mesas de debate, una feria de industrias creativas y un festival con artistas locales, la semana pasada se llevó a cabo en Pehuajó el primer Encuentro Regional de Cultura Bonaerense organizado por el Instituto Cultural de la Provincia. Fiestas y Caminos, el primer sitio del país sobre Fiestas Populares, realizará una cobertura especial de estos importantes Encuentros Regionales que convocan a gestores, artistas e instituciones del sector para escuchar  los proyectos y articular esfuerzos. Tras la actividad, la presidenta del Instituto Cultural, Florencia Saintout, habló en Poné Noticias de Radio con Vos sobre la experiencia y los próximos desafíos que se vienen en la Provincia de Buenos Aires en materia cultura y destacó las Fiestas Populares.

“Nosotros estamos convencidos que el Instituto Cultural no puede ser una institución que mire a los territorios desde lejos, sino que tiene que estar muy presente en cada una de las regiones. Este fue uno de todos los Encuentros planificados que pensamos terminar en un gran Encuentro Provincial a comienzos del año que viene. Queremos caminar toda la Provincia durante este año, donde discutimos por áreas, escuchamos y también planteamos qué venimos pensando para todo el año. Pero entendiendo que la cultura la hace el pueblo y lo que tiene que hacer el Estado en todo caso es acunar, cobijar, propiciar… creo que desde ahí hay que trabajar”, comenzó explicando la funcionaria del gabinete de Axel Kicillof sobre esta convocatoria.

Cabe destacar que este tipo de políticas públicas tienen especial relevancia para la sociedad, sobre todo después de los tiempos duros de pandemia. “Es impactante porque la verdad está la idea de ‘hace tiempo que no me escuchan, hace tiempo que no nos encontramos’. Nuestro gobernador ha creado el Instituto Cultural a partir de este ‘plan seis por seis’. Porque él dice ‘después de 6 años tan tremendos por diferentes razones, es necesario pensar en 6 años de reparar, transformar y de construir’. Y lo que vemos es esa demanda, porque los trabajadores y trabajadoras de la cultura lejos de haberlo pasado bien -yo me cuido de decir que son los que peor la han pasado porque la verdad que la ha pasado mal toda la población -, la han pasado muy mal”, resaltó la Presidenta del organismo bonaerense, quien recordó que muchos artistas “han recibido bolsones de comida y han sobrevivido como pudieron con una precariedad tremenda que venía también de mucho tiempo”. “Entonces la posibilidad de tejer redes, lazos, de ser convocados a la participación de la construcción de una política pública es altamente valorada”, aseguró en diálogo con Rubén Suárez.

En cuanto a los desafíos que se vienen, Saintout dijo que son enormes y destacó dos fundamentalmente: “por un lado hay una cuestión que yo digo que es como prender la luz, porque tiene que ver con los equipamientos culturales, con la infraestructura tan abandonada, tan arrasada. Entonces tenemos un tipo de desafío estructural, que los museos de la Provincia funcionen, que los teatros funcionen, que estén abiertos, que tengan programación. Pero a la vez nosotros creemos que un enorme desafío tiene que ver con poder poner en valor lo local, los artistas, los trabajadores y trabajadoras de la cultura local, las voces locales, incluso la pertenencia local. La construcción de una identidad bonaerense donde podamos sentir orgullo de lo que somos, saber de dónde venimos y hacia dónde queremos ir. Y eso es un trabajo que tal vez no se note inmediatamente pero que tenemos que hacer sin lugar a dudas, porque nadie defiende lo que no siente como propio”.

Fue en este sentido de construcción de la identidad y todo lo que hay para disfrutar en la Provincia que destacó a las Fiestas Populares. “A lo largo de un año en los 135 municipios hay 1000 fiestas populares”, remarcó, para luego hablar sobre la enorme cantidad de artistas de la Provincia: “Hay artistas que incluso todos conocemos pero no sabemos que son bonaerenses, como Piazzolla, Yupanqui, María Elena Walsh… Pero también los que no conocemos y que son bonaerenses”. En este sentido, contó que el Gobierno de la Provincia se encuentra construyendo hace dos años el registro de músicas y músicos bonaerenses, que a su vez será abierto a otras disciplinas. “El registro para también poder ir saliendo de tanta precariedad de la vida de estos trabajadores y trabajadoras. Poder ir institucionalizando algunas plataformas de la cultura. No desde arriba hacia abajo, hacerlo con todos los actores. Pero este es un gran desafío, institucionalizar, organizar, crear políticas de Estado en cultura y además haciéndolo a partir de algo fundamental que es con la gente adentro. En términos de que la política no se diseña en un escritorio porque todos hacemos cultura, los que trabajan de hacer cultura y los que no. Entonces tenemos que hacerlo entre todos”, concluyó la presidenta del Instituto Cultural de la Provincia de Buenos Aires.

  3. Today, I went to the beach front with my kids. I found a sea shell and gave
    it to my 4 year old daughter and said «You can hear the ocean if you put this to your ear.»
