Nación estableció el listado oficial de especies exóticas invasoras y potencialmente invasoras del país
El Ministerio de Ambiente y Desarrollo Sostenible mediante la Resolución n.° 109/21, publicada en el Boletín Oficial, estableció un listado que categoriza las especies exóticas invasoras y potencialmente invasoras presentes en el territorio nacional, de acuerdo con su grado de invasividad y su eventual importancia para las actividades productivas o para otros usos. Asimismo, el Ministerio que conduce Juan Cabandié conformó una mesa de trabajo federal e interinstitucional para abordar la problemática de estas especies, lo que facilita la conformación de una nueva instancia de gestión para tratar esta problemática.
De esta manera, se cuenta con el marco normativo para abordar el control de aquellas especies de mayor riesgo y generar las condiciones adecuadas para los sistemas productivos que dependen de especímenes de menor riesgo, con el fin de evitar su eventual introducción y movimiento interjurisdiccional y promover así las acciones de contención, prevención, detección temprana, control y erradicación según sus características.
Las especies invasoras son una de las principales amenazas a la conservación de la diversidad biológica. Sus riesgos asociados pueden aumentar debido al incremento del comercio mundial, el transporte, el turismo y el cambio climático. Muchas de las especies exóticas que se vuelven invasoras fueron trasladadas de manera intencional, con fines como la producción y el aporte de insumos para la industria, la caza, su uso ornamental, como animales de compañía y otros.
Por todo esto, los países signatarios del Convenio de Diversidad Biológica se comprometieron a impedir que sean introducidas especies exóticas y a controlarlas o erradicarlas cuando amenacen ecosistemas, hábitats u otras especies.
Es importante recordar que el Convenio de Diversidad Biológica define las especies exóticas invasoras como aquellas plantas, animales o microorganismos trasladados de manera voluntaria o accidental más allá de sus límites naturales de distribución, cuya introducción y propagación amenaza los ecosistemas, hábitats o especies, produciendo daños económicos o ambientales. Se trata de uno de los mayores riesgos para el desarrollo sostenible en distintas regiones del mundo.
Esta norma constituye una herramienta fundamental en materia de protección de la biodiversidad. Es producto del proyecto “Fortalecimiento de la Gobernanza para la Protección de la Biodiversidad Mediante la Formulación e Implementación de la Estrategia Nacional Sobre Especies Exóticas Invasoras”, que lleva a cabo la cartera nacional de Ambiente, a través de la Dirección Nacional de Biodiversidad, dependiente de la Secretaría de Política Ambiental en Recursos Naturales.
